Belkin documents 192.168.2.254/24 for an F5D8235-4 already in Access Point mode; this is not its ordinary router default. AP mode disables NAT and the DHCP server. An owner-chosen same-subnet address and current password take precedence beside the source-supported HTTP action below.

Use the existing AP-mode address
Confirm this exact F5D8235-4 is already in Access Point mode and connect from a compatible local subnet, then open the HTTP action above. Belkin’s exact manual supplies the mode-specific .2.254 address, while the exact-product interface specification establishes HTTP for its browser interface; the combined URL is a limited source-supported inference.
Do not enable AP mode, rewire ports or disable services just to follow this page. A static access point need not appear in an upstream router’s DHCP lease list and is not necessarily the gateway.
Use the current password
The exact manual presents a password-only login. Leave it blank only when this unit remains factory-unchanged; otherwise use the configured password. Do not invent a username or confuse wireless credentials with the administrator password.
Read Home → WLAN Settings for the SSID and security summary. The home information is visible without login in the cited interface, so no configuration change is required.
If 192.168.2.254 does not open
Confirm the exact F5D8235-4, its existing AP-mode state, current owner-chosen address and compatible same-subnet connection. Do not assume .2.254 when the owner selected another address.
Use local-access checks or ask the administrator for the current AP address. Do not reset, rewire or re-enable router mode merely to make this AP-mode address respond.
